Simple answer is, yes, you can, so long as you're not on the Hajj. This is the understanding of most of the madhhabs of Islam, that includes Imam Abu Hanifah, includes his companions, Imam Malik, that's as Ibn Abdul Barr said, it's the school of Kufa and of Medina, the Shafi'i, many of the Shafi'i as well.
Some people have disagreed and said it's forbidden, like Imam Ahmad ibn Hanbal and Imam Ishaq ibn Rahway, minority schools. They base this on a hadith of Umm Salama that said the prophet said anybody offering a sacrifice should not trim his hair or nails. This hadith was later corrected by Aisha radi Allah anha, who said the prophet said that only for people going on Hajj, not for normal people.
Have a blessed day. Salaam alaykum.
