There is nothing explicit in the Quran or Sunnah about covering the head; the verse of al-Nur tells women to cover the jayb (the chest opening) with the khimar they already wore, and whether the khimar itself is obligatory or circumstantial is an open question. Covering the hair became the settled teaching within a generation of the companions.
